The U.S. Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), through its National Weather Service's National Reconditioning Center, has awarded a purchase order to Ruhle Companies, Inc. for the evaluation and repair of 20 specific encoders (PN: 20890-1, Model 1625H-14NB, ASN: R400-2A1A1A2A1). These devices were originally produced by Sequential Electronics Systems, a company that ceased operations in 2006. Ruhle Companies, Inc. holds the proprietary rights to certain parts required for servicing these encoders, making them the sole source for these repairs due to the exclusive access they maintain to these critical components. The contract underscores the sole source justification as the Government is only aware of Ruhle Companies, Inc. as the supplier capable of providing the necessary proprietary parts. This exclusivity ensures that the evaluation and repair work must be performed by Ruhle to maintain the operational integrity of these devices. The contract, identified by solicitation number NWWG3401-20-142SN, was posted on June 3, 2020, and falls under the NAICS code 334519, which pertains to other measuring and controlling device manufacturing. Points of contact for this contract include William N. Roberts and Marjorie A. Sabbagh, located in Kansas City, Missouri.
