The General Services Administration's Public Buildings Service Central Office conducted a streamlined competition review of its Administrative Support Function in accordance with OMB Circular A-76. After completing all required certifications by August 30, 2006, the analysis determined that the cost of contract performance would exceed that of maintaining the function in-house. Consequently, no solicitation was issued, and the Government's Most Efficient Organization (MEO) will proceed with a Letter of Obligation to manage the function internally. This decision pertains to the Administrative Support Function under NAICS code 561110 and was publicly announced on September 8, 2006. The office responsible is the PBS R00 Acquisition Support Division located in Washington, DC. The designated contract specialist for this matter is Virginia D. Burwell, who can be contacted for further inquiries. The choice reflects a strategic move to optimize cost efficiency by retaining the function within government operations rather than outsourcing it.

General Info

GSA’s review found in-house administrative support cheaper than contracting; function remains internal.
