The Department of Health and Human Services, through the Substance Abuse and Mental Health Services Administration, conducted a streamlined competition under OMB Circular A-76 to evaluate the cost-effectiveness of providing Grants Technical Assistant services. This competition, held from May 25 to August 3, 2006, reviewed three full-time equivalent positions classified under the GS-303 series within the Division of Grants Management. A cost comparison study was performed, including market research to estimate contract performance costs, and this was weighed against the agency's current "AS-IS" organizational costs. The conclusion affirmed that the existing agency provider could deliver these services at the lowest cost to the government, leading to the selection of the "AS-IS" organization as the winning proposal. The assessment was guided by key officials: Eric Broderick as the Competitive Sourcing Official, Christine Chen as the Agency Tender Official, Janet Mattson as the Contracting Officer, and Lenora Adams as the Human Resources Advisor. The services are currently executed at SAMHSA's Rockville, Maryland location. Interested parties seeking further information or wishing to submit comments are directed to contact only the Contracting Officer, Janet Mattson, at her provided email and phone number, as other study officials will not respond to inquiries. The study aligns with the 2006 Fair Act Commercial Activities Inventory’s function code L000 and aims to ensure the most efficient and cost-effective method of service delivery per federal guidelines.
