The Wage and Hour Division of the Employment Standards Administration within the U.S. Department of Labor conducted a streamlined competition using the Most Efficient Organization (MEO) approach to evaluate the National Certification Program functional area. This evaluation covered personnel located in Atlanta, Chicago, and San Francisco who provide various support services such as clerical work, administrative tasks, data entry, mail handling, and customer service in relation to certification processes mandated under several federal labor laws, including those governing farm labor, workers with disabilities, full-time students, homeworkers, and student learners. The competition was publicly announced in March 2006 and approved for a 90-day waiver by the department’s Competitive Sourcing Official, with formal certification of the Streamlined Competition Form occurring on August 1, 2006. Following this study, the decision was made to retain performance of these functions in-house and to implement the MEO, signifying that the internal organization was deemed the most efficient means to carry out these program support activities. The contract relates to NAICS code 561110, covering office administrative services, and key contacts include officials responsible for competitive sourcing within the department. Any inquiries or comments about this contract are directed to the Director of Competitive Sourcing, with further details accessible via the official government acquisition portal.
