This contract outlines the initiation of a streamlined competition under the revised OMB Circular A-76 procedures for the Administrative Support Function (ASF) at the General Services Administration (GSA) in Region 1, covering the New England Region. The competition officially began on April 3, 2006, with government personnel comprising nine full-time equivalents (FTEs) and six contract workers currently performing these services. These employees are distributed across several locations, mainly in Boston, MA, with others in Hartford, CT; Providence, RI; and Chicago, IL. The study spans a base year plus four option years, with the goal of determining whether contracting out the ASF is more cost-effective than in-house performance. The competition's expected conclusion is August 16, 2006. Importantly, no solicitation or proposals are to be expected as this announcement serves only as a notification of the competition process, not a request for bids. If the cost study indicates that contracting out would be more expensive than government performance, no solicitation will be issued. The contract is managed by various officials within the New England Region, including the Competitive Sourcing Official, Agency Tender Official, and Study Manager. The NAICS code associated with the contract is 561110, under the oversight of the Pbs R1 Administration Support Center based in Boston, MA. The primary contact for the contract is the Contracting Officer Marie A. Fouhey.
