The Birmingham VA Medical Center intends to award a firm fixed-price contract to the University of Alabama at Birmingham for ethical oversight of human subjects research under a sole source justification pursuant to FAR 6.302-1. This non-competitive procurement, not to exceed $1 million, will support the VA Human Research Protection Program (HRPP) by providing Institutional Review Board (IRB) services to review and oversee the use of human subjects and their data in research activities. The contract addresses the need to phase out the VA’s onsite IRB and instead utilize an accredited external IRB to comply with VA policies and federal regulations, including the Common Rule and OHRP requirements. The services include initial and continuing ethical reviews of research protocols, informed consent processes, modifications, expedited reviews, study closures, reporting of adverse events and noncompliance, recruitment material review, safety and audit oversight, and determination of investigational device risk categorizations. The contract term includes an initial period of one year with four option years, and the UAB IRB is expected to review a minimum of 20-30 documents monthly. This sole source procurement emphasizes that only one responsible source is capable of meeting the detailed requirements, and no other provider can satisfy the agency's needs. Interested parties may submit written statements of capability, but this is not a request for competitive proposals and any decision to compete will be at the Government’s discretion. Prospective contractors must be registered in the System for Award Management (SAM) and provide detailed documentation demonstrating their qualifications. Responses are due by July 5, 2018, and all responses will be fully considered for potential further procurement action.
