The contract is a sole-source procurement under FAR 6.302-1 for specialized services involving the use of a proprietary foam product, Foam-iT! 10 SLOW (Formula 94-305), manufactured exclusively by Smooth-On Inc. The U.S. Army Engineer Research and Development Center (ERDC) determined through rigorous laboratory and field testing in 2006 and 2007 that this foam uniquely meets all operational requirements for rapid-response crater repair. The U.S. Air Force validated its effectiveness during a full-scale runway crater repair demonstration in 2009. Due to its exclusive capabilities and proprietary status, Smooth-On Inc. is the only identified supplier capable of fulfilling this need. The scope of work includes mixing and dispensing the foam into simulated bomb craters where it must react within 2 to 4 minutes, expanding multiple times its original volume to achieve a density of 10 pounds per cubic foot, thus providing sufficient strength to support heavy concrete covers almost immediately after application. The foam must be stable enough to be packaged in various sizes and delivered in large volumes to meet field demands. This contract supports the Department of Defense's efforts to rapidly and effectively repair runway damage, ensuring operational readiness in experimental warfare contexts. The solicitation was issued by the Naval Facilities Engineering Command Systems and Experimental Warfare Center in Port Hueneme, California, under the NAICS code 326150.

This contract action is for services for which the Government intends to solicit and negotiate with only Smooth-On! Inc. under the authority of FAR 6.302-1. The U. S. Army ERDC has concluded that Foam-iT! 10 SLOW (Formula 94-305) is the only product that meets all performance requirements based their extensive laboratory and field tests in 2006 and 2007. The U.S. Air Force further confirmed the performance of this product in a full-scale demonstration of runway crater repair in April 2009. Smooth-On Inc. owns this proprietary product and is the only supplier on market at this time. The work includes, but is not limited to, mixing, dispensing and allowing the foam to react within a simulated bomb crater. The reaction must take place within 2-4 minutes and be capable of supporting a thick concrete cover almost immediately. This foam must expand many times its original volume (unreacted) and provide densities of 10 pcf to provide adequate strength in the field. Finally, the product must be packagable in various size containers and be stable enough to place in large volumes.(See Number Note 22).
