The US Army Corps of Engineers (USACE) plans to award a sole-source, firm-fixed-price contract to the Pacific Disaster Center (PDC) at the University of Hawaii for advancing disaster management and humanitarian assistance capabilities in Nepal. The contract supports the ongoing Nepal GIS Integration Project, a collaborative effort with USACE responsible for 35% of the work and PDC covering the remaining 65%. The focus is on developing a unified geospatial information system dubbed NepalAWARE to enhance disaster preparedness, mitigation, response, and recovery by providing the Government of Nepal with improved planning tools. This initiative involves close coordination with Nepalese government agencies, particularly the Ministry of Home Affairs and the National Emergency Operation Centre, as well as international donors and NGOs. The contract covers coordination, data sharing, system planning, and training activities aimed at establishing operational disaster management collaboration and leveraging geospatial data to support decision-making. Key contract tasks include supporting coordination and engagement efforts to create a collaborative geospatial data network, facilitating technical data exchanges, and developing data sharing agreements with in-country partners. The project will also evaluate existing IT infrastructure and capacities to plan deployment of the DisasterAWARE platform tailored for Nepal. Training and workshops using a train-the-trainer approach are planned to ensure sustainable in-country expertise in applying geospatial tools for disaster response. Travel associated with these tasks is budgeted to facilitate in-country coordination and capacity-building. Given PDC’s unique expertise and long-standing partnership with USACE on this project since 2011, the sole-source award is justified, although other firms are invited to demonstrate capability to meet the requirements within fifteen days. The contract supports USACE’s Institute for Water Resources in Alexandria, Virginia.
