The U.S. Agency for International Development (USAID) plans to award a one-year sole source purchase order to Cambridge Energy Research Associates (CERA) for a subscription to their online energy advisory services. This contract will provide USAID with access to CERA’s semiannual market analyses, forecasts, strategic briefs, conference calls, and alerts, as well as expert interpretation of industry developments. The focus includes detailed guidance on the energy sectors of Eurasia and Mexico, global oil and product markets, natural gas strategies, environmental integration in business strategies, distributed energy, and the potential of West Africa’s oil and gas markets. The deliverables are strictly commercial off-the-shelf (COTS) items and do not involve funding research. The procurement is conducted under FAR Part 13 as a simplified acquisition with a not-to-exceed value of $100,000. USAID emphasizes that it is seeking commercially available information services for decision support rather than custom research. The contract supports USAID’s objective to stay informed on critical energy market dynamics and to enhance its strategic decision-making capabilities related to key global and regional energy developments. The work will be managed through the USAID office based in Washington, DC.
