Barksdale Air Force Base plans to issue a sole source purchase order for a Specs and Standards Service from Information Handling System (IHS). This service provides comprehensive access to critical military and federal standards and directives, including Naval Instructions/Directives, DoD Directives, FAA Specifications, Military Specs, and standards from various professional organizations such as NFPA, ARI, ASHRAE, AASHTO, IEEE, SMACNA, and FCR. The emphasis is on obtaining a single, web-based service that consolidates all necessary reference materials into one centralized platform, facilitating efficient and thorough searches, minimizing the risk of overlooking essential data, and ensuring compatibility with existing services. IHS is uniquely positioned to fulfill this requirement in a cost-effective manner, being the only provider capable of delivering the entire suite of critical standards in this centralized format. The contract underscores that maintaining decentralized sources would complicate research efforts and defeat the purpose of streamlined, comprehensive access. While brand name is not essential, the focus remains on acquiring a singular, comprehensive service that meets the Government’s needs for accurate and accessible standard reference materials. The acquisition supports the Department of Defense’s organizational efforts at Barksdale AFB and aims to enhance operational efficiency in handling specifications and standards.

Full Description

Barksdale AFB intends to issue a sole source purchase order to procure the following Specs and Standards Service on the Internet from Information Handling System (IHS): Naval Instructions/Directives-Complete, DoD Directives, FAA-Specifications, Standards, Orders - Complete, Military Specs and Standards Essential on ERC, NFPA - National Electrical Manufacturer's Association, ARI - Air Conditioning and Refrigeration Institute, ASHRAE - American Society of Heating, and Air Conditioning Engineers, AASHTO - American Association of State Highway and Transportation, IEEE - Institute of Electrical and Electronics Engineers, SMACNA - Sheet Metal Air Conditioning, and FCR - Federal Construction Regulations to be compatible with existing service. IHS is the only company that can provide these services for these critical standards in a manner that is most cost effective to the Government. Splitting the sources and locations of reference materials defeats the purpose of a centralized source of information. Decentralized sources of information to query complicates searches, permits required reference material to be overlooked and increases the risk of pertinent data being overlooked. Brand name is not an essential element, a single comprehensive web-based service is.
