AI Contract Overview
The U.S. Geological Survey plans to award a non-competitive purchase order to The University of Arizona for specialized mineral separation and advanced geochronologic analysis, including high-N zircon U-Pb dating and concurrent Lu-Hf isotopic measurements. This capability, unique to the University of Arizona, employs advanced instrumentation such as Neoma and Element2 or Neptune and iCAP systems in split-stream mode to collect paired U-Pb age and Lu-Hf isotopic data from the same zircon domains within a single analytical workflow, ensuring data integrity and scientific validity essential for high-resolution geological research. The acquisition is being conducted under FAR Part 12 as a commercial service with no formal solicitation issued, based on the determination that the University of Arizona is the only source capable of meeting the technical requirements. This action is being taken to satisfy FAR Subpart 5.203 requirements, and while no competitive bidding is planned, responsible parties may submit a capability statement by the deadline of June 9, 2026, at 12:00 PM Eastern Time, exclusively via email to victor_nuno@ios.doi.gov. Hardcopy submissions or responses through SAM.gov will not be accepted. The NAICS code for this requirement is 541380, categorizing it under testing laboratories and services. The contracting office is part of the Department of the Interior’s Office of Acquisition Grants, located in Sacramento, California, with Victor Nuno serving as the primary point of contact for all inquiries and submissions.

Full Description
Award will be made in accordance with Federal Acquisition Regulation FAR Part 12 Acquisition of Commercial Products and Commercial Services. The University of Arizona is, to the USGS knowledge, the only source that offers high-throughput, high-N zircon analysis with simultaneous Lu-Hf isotopic measurement in split-stream mode using advanced instrumentation configurations (e.g., Neoma and Element2 or Neptune and iCAP systems). This capability allows for paired U-Pb age and Lu-Hf isotopic data to be collected from the same zircon domains in a single analytical workflow, which is essential for maintaining data integrity and scientific validity.
The purpose of this notice is to satisfy the requirements of FAR Subpart 5.203. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capability statement by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
