The Bureau of Reclamation plans to procure on an other than full and open competitive basis the following items: Instron Calibration with a base year (2026-2027) and 2 option years (2027-2028 and 2028-2029). This requirement is for the annual calibration and maintenance of five testing machines and two extensometers used with two of the testing machines located in the Bureau of Reclamation Laboratories, Denver Federal Center, Building 56, Lakewood, CO. The acquisition will be sole sourced to Instron, a division of the Illinois Tool Works, INC, 825 University Avenue, Norwood, MA 02062 due to this being a calibration of an existing proprietary machine designed, developed, and manufactured by Instron. This notice of intent is not a request for competitive quotes; however, any firm believing it can fulfill the requirements identified above may submit a written response to Keith L. Singleton at keith_singleton@ios.doi.gov no later than 10 days after the date of publication of this notice, which shall be considered by the agency. The response shall reference solicitation number 140R4026Q0087 and provide a capability statement that clearly indicates the firm’s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
