The Bureau of Reclamation intends to sole source an annual calibration and maintenance contract for five testing machines and two extensometers used in conjunction with two of those machines, located at the Denver Federal Center, Building 56 in Lakewood, Colorado. The requirement is for a base year spanning 2026 to 2027 with two optional one-year extensions through 2028 to 2029, totaling up to three years of service. This acquisition is being conducted on a non-competitive basis because the equipment in question is proprietary, having been designed, developed, and manufactured exclusively by Instron, a division of Illinois Tool Works, Inc., making it the only source capable of providing calibrated services that ensure accuracy, reliability, and quality without compromising the integrity of the systems. A solicitation number, 140R4026Q0087, has been assigned, and while no formal competitive evaluation factors or pricing details are provided, any interested party may submit a written response by June 15, 2026, to Keith L. Singleton at keith_singleton@ios.doi.gov, referencing the solicitation number and including a capability statement that demonstrates relevant experience, assets, background, and ability to perform the work in accordance with the statement of work. All potential respondents must be registered in the System for Award Management database prior to submission. The acquisition is classified under NAICS code 541380 and falls under the administrative oversight of the Department of the Interior’s Upper Colorado Regional Office.
