R--CLWTP FISMA Compliance

The Bureau of Reclamation, Upper Colorado Regional Office, is soliciting a firm-fixed-price contract for professional technical support to bring the Navajo-Gallup Water Supply Project Cutter Lateral Water Treatment Plant SCADA system into FISMA compliance. The primary objective is to identify and resolve security deficiencies, update system documentation, and reestablish communication links with the NTUA Escrito Mesa data concentrator. The scope of work includes developing a comprehensive System Security Plan, updating the Plan of Action and Milestones, and providing ongoing project management and monthly reporting. An optional task is included for the programming and integration of the new DZ Booster Pump Station, including HMI and PLC modifications. This requirement is designated as a sole source procurement under FAR 6.103-1 and 41 U.S.C. 1901, with Jacobs Engineering identified as uniquely qualified due to their prior design, construction, and operational knowledge of the facility. The base period of performance is scheduled from November 30, 2026, to May 30, 2028, with the optional integration task running from November 29, 2027, to May 30, 2028. Performance will take place in Farmington, New Mexico. Award will be based on the most advantageous offer, considering both price and technical capability, though price is weighted as significantly more important than technical and past performance factors.
