Turnout Buildings

The U.S. Bureau of Reclamation, through the Upper Colorado Regional Office of the Department of the Interior, is seeking qualified contractors for the construction of turnout buildings as part of the Navajo Gallup Water Supply Project (NGWSP), with work to be performed across multiple sites including Sanostee, Newcomb, Naschitti, BBN9, Coyote Canyon, Rock Springs, and Window Rock. This presolicitation under solicitation number 140R4026B0002 targets small businesses and seeks market interest prior to issuing a formal contract. The scope includes building and installing precast concrete turnout structures with full foundations, sitework involving buried piping, steel fencing, access roads, gravel surfacing, and drainage systems, along with critical connectivity to existing steel supply and distribution pipelines. Each turnout building must include an identical control system supporting DNP 3.0, Modbus Serial, Modbus TCP, and HART protocols, and a synchronized IP-based digital video surveillance system for remote monitoring. All work must adhere to stringent geotechnical, material, and construction specifications, including compliance with Reclamation Safety and Health Standards, the Architectural Barriers Act, the Americans with Disabilities Act, and federal Buy American requirements, with Alternate 1 of FAR 52.223-3 governing hazardous material identification. Contractors must submit detailed proposals demonstrating bonding capacity, business size and socioeconomic status, and proven experience as a prime contractor on comparable projects. Key personnel—including a project manager, site superintendent, safety representative, and quality control supervisor—must be preapproved and meet specific experience thresholds, with changes requiring 48 hours’ notice and government consent. All materials must be stored, transported, and handled in accordance with manufacturer guidelines and federal regulations, with coating materials restricted to 5-gallon containers and CLSM requiring batch tickets per ASTM C94. CLSM must achieve a 7-day compressive strength between 50 and 150 lb/in², with 70% of test cylinders exceeding 75 lb/in², while surface coatings must pass rigorous ASTM tests for abrasion, impact, adhesion, salt fog/UV exposure, and cathodic disbondment. Documentation deliverables include as-built drawings, operations and maintenance manuals, final bills of materials, and test certifications, all submitted via electronic invoicing through the Contract Document Management System.
