Fire Flow Testing Services
Solicitation # 121589
WSSC Water is soliciting bids for Fire Flow Testing Services to support the planning, locating, inspection, and testing of approximately 46,000 fire hydrants and associated water distribution components across various pressure zones in Maryland. The scope of work includes performing fire flow tests, hydrant and valve inspections, managing water shutdowns, and implementing traffic control for residential, county, and state roads. The contract is structured with a one-year base term and four optional one-year extensions. Award will be made to a single, responsive, and responsible bidder based on the lowest total price, provided they meet strict minimum qualifications, including five years of prime experience in fire flow testing, the ability to deploy at least two simultaneous crews, and the employment of at least one crew member with a Maryland Water Distribution System Operator D-1 license. Bidders must submit a comprehensive set of documentation via the eProcurement portal by November 30, 2026, including a safety and health program questionnaire, a certificate of insurance, and various certifications regarding non-discrimination and Iran investment activity. Technical requirements include the submission of a detailed QA/QC plan and an equipment list featuring specialized tools like Pitot gauges and dechlorination equipment. The contract emphasizes compliance with AWWA and MDE standards, specifically regarding the discharge of chlorinated water. Notably, the agreement excludes the COVID-19 pandemic from Force Majeure claims and requires strict adherence to security background investigations for accessing sensitive facility plans. Payment is processed via ACH or procurement credit card within 30 days of accepted delivery, with a potential award factor based on prompt payment discounts.

Full Description

The U.S. EPA intends to negotiate on a sole source basis with the Shealy Environmental Services to perform sample analysis on both water and soil extracts for chlorinated volatile organic compounds (CVOCs) and metals. Numerous samples (176 aqueous and 302 methanol (MeOH)/water mixture samples) need to be analyzed for CVOCs using EPA Method 8260B (purge and trap GC/MS), and 88 aqueous samples for metals using EPA Method 6010C (ICP-AES) (without mercury). These data will be used to assess the level of contamination in ground water and soil samples collected at the Parris Island, S.C., Marine Corp Recruit Depot. EPA has identified Shealy Environmental Services as the only contractor able to provide these services. These samples and the data received are part of an In Situ Chemical Oxidation Project already in process. Shealy Environmental Services has already provided sample analysis and data results on numerous samples under this project. It has been determined that additional rounds of ground water and soil sampling are needed to complete the project. Use of Shealy Environmental Services will eliminate variability in analytical results, and allow valid comparisons between sample sets used to assess ground water fate and transport and ISCO treatment performance . A change in analytical laboratories for each of the sampling events will introduce a source of variability that cannot be discerned between different sample sets. It will be unclear whether differences are attributed to analytical variability between laboratories, or the actual treatment. Further, the results of this study will be peer reviewed and published in the scientific peer-reviewed literature. Peer reviewers can be particularly harsh involving analytical variability for the reasons discussed above. This procurement will be accomplished under FAR Part 12 Commercial Procedures. It is our intent to award a single fixed price purchase order by March 12, 2014. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified in this notice. Documentation must be submitted within 14 calendar days of the date of publication of this notice. Submit your request in writing to David Plagge at the address shown above or email at contact@example.gov. Telephone requests will not be honored.
