FISC Norfolk - Detachment Philadelphia is seeking to contract services for the concurrent sustainment and shutdown of the Supply Maintenance Aviation Reengineering Team (SMART) Enterprise Resource Planning (ERP) initiative. The sustainment phase encompasses technical and process support, user training for Navy personnel, application hosting, infrastructure and program management for the SMART development lab, as well as knowledge transfer to internal resources. The shutdown phase involves transitioning data and items managed within SMART back to legacy systems, ensuring the integrity and update of legacy programs and history files, and addressing necessary interfaces for data cutover. The contract is planned as a Firm-Fixed Price agreement starting October 1, 2004, with shutdown completion required by September 30, 2005, although earlier completion is favored. Hosting services will end upon completion of the shutdown tasks. This requirement is intended to be awarded on a sole source basis to Electronic Data Systems (EDS) of Herndon, VA, due to their unique role as the current SMART integrator and exclusive possession of the necessary expertise. The statutory authority cited for this sole source acquisition is 10 USC 2304 (c)(1) for unique sources. While this notice is not a solicitation for competitive proposals, other firms may submit information demonstrating their capability to perform these services, yet the government retains full discretion in awarding the contract. The primary point of contact for this procurement is Contracting Officer Robin M Cleaver, reachable by phone or email for further information.
