The Environmental Protection Agency's National Exposure Research Laboratory intends to award a sole source contract to DeLima and Associates for a non-exclusive license to the Chemical Product Ingredients Database (CPID). This commercially available database contains health effects and chemical ingredient information for over 11,000 brand name household products across various categories, including personal care, automotive, and pet care. The EPA requires this data to develop a personal chemical exposure information tool for consumers, specifically utilizing the database's ability to link brand names to individual chemical ingredients via CAS Registry Numbers. Under the twelve-month period of performance, DeLima and Associates will provide access to multiple database tables covering brand names, chemical identifiers, health effects, manufacturer contact information, and product usage. The license also includes the provision of Material Safety Data Sheets and ongoing content updates. This procurement is justified as a sole source because the CPID is the only known database of its kind approved by the National Center for Environmental Health of the CDC and is protected by a U.S. Copyright Office registration.

It is the intent of the Environmental Protection Agency (EPA), National Exposure Research Laboratory (NERL) to award on a sole source basis to DeLima and Associates of McLean, Virginia for the purchase of a non-exclusive license. (No funds will be used to develop a database.) The CPID was developed by, is maintained by, and is fully owned by DeLima Associates with no database development or maintenance funds provided by the EPA. CPID is a commercially available database that provides chemical ingredient and health effects information for over 11,000 brand name automotive, personal care, home maintenance, inside home, pet care, pesticide, hobby and crafts, home office and landscape and yard products. JUSTIFICATION DeLima Associates is the only known source that is capable of providing a fully-functional health effects database of over 11,000 household products. The database is unique in that, it compiles in one place, brand names of household products, and identifies, for each brand name, its chemical ingredients by chemical name and the chemical's universal identifier, the CAS Registry Number.
