B STREET RESURFACING
Project Description
Project Location:
B Street: Ralph Avenue to 200 feet north of Fourth Street. See attached Vicinity Maps.
Project Justification:
B Streets 24-foot-wide roadway was paved in 1968 with 0.17 feet of asphalt concrete (AC) over 0.66 feet of aggregate base (AB). The roadway was reconstructed and widened to 48 feet in 1983 with 0.25 feet AC over 0.50 feet AB with dike and 5-foot AC walkway on the east side. The Duck Creek Bridge was constructed with vertical curb and gutter in conjunction with the reconstruction. In 2004, the roadway was resurfaced with 0.17 feet AC. Sidewalk improvements to meet Americans with Disabilities Act (ADA) standards, and striping and signing designation of bikeway facilities also occurred in 2004. The roadway has been maintained with periodic slurry seals (1994, 2000, and 2013). The existing roadway varies in width and, in general, consists of two 12-foot traffic lanes, two 5-foot bike lanes, 5-6-foot sidewalks, and two 8-foot parking lanes in areas.
The existing pavement exhibits excessive block, transverse, and longitudinal cracking. There is also light weathering, potholes, and alligator cracking. The northeast corner of B Street and Ralph Avenue has a curb ramp that is not ADA compliant and there are various spots of damaged walkway. B Street currently has Class II bicycle lanes, but a Level of Traffic Stress of 3, making it inaccessible for many potential bicyclists. A Level of Traffic Stress of 3 is tolerable for experienced adults who prefer separate bicycle facilities but are confident riding with traffic.
Scope of Work:
The project will consist of:
1. Cold planing 0.17 feet pavement (48 feet wide) and replacing with 0.17 feet HMA (Type A).
2. Repairing pavement structural failure areas with 0.25 inches HMA (Type A), after planing operation is performed.
3. Adjusting 7 existing survey monument frames and covers to finished grade.
4. Adjusting existing facilities to finished grade.
5. All striping and markings will be included in the contracted work.
6. Replacing 18 traffic signal loops and adjusting 3 detector hand holes to finished grade.
7. Installing corner curb ramp on the northeast quadrant of B Street and Ralph Avenue.
8. Repairing areas of badly damaged sidewalks.
9. Installing one (1) high visibility crosswalk with two (2) rectangular rapid flashing beacons on the south leg of Sixth Street and B Street intersection.
10. Installing two (2) 5-foot class 2 bike lanes with 3-foot buffers.
11. Installing two (2) corner and one (1) midblock bulb out protected street crossings.
Environmental Setting:
In these portions of the San Joaquin County, land is primarily residential.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainsons Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainsons Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with these pedestrian and bicyclist improvements and well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
