The U.S. Coast Guard Engineering Logistics Center has a requirement to procure engineering and design services for the modification of the RHIB Interface System currently used on the Welin Lambie Dual Point Davit systems installed onboard the 210, 270 and 378 Coast Guard vessels. Services shall be performed in accordance with Coast Guard Specification Number P-583-0476. Services shall require strict coordination with the Rigid Hull Inflatable Boat (RHIB) manufacturer, Zodiac of North America. It is the Government's belief that only Welin Lambie, the original equipment manufacturer (OEM), can modify the RHIB interface system. All engineering and technical data, drawings, etc., required to accomplish the modification of this equipment is proprietary information to the OEM's (Welin Lambie and Zodiac of North America). The Coast Guard does not have adequate information to allow for a competitive procurement at this time. Requests to obtain unlimited data rights have been refused. Therefore, it is the Government's intention to solicit and award a sole source purchase order to Welin Lambie. Concerns having the expertise and required capabilities to furnish the above services are invited to submit complete information discussing the same within 7 calendar days from the day this notice is posted. Interested sources must submit a letter from Welin Lambie and Zodiac of North America verifying they will supply all required engineering and technical data, drawings, etc., for the davit system and the RHIB boat, to accomplish the required modification(s). Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this purchase order as planned. The Government does not intend to pay for information solicited. See Numbered Note 22.
