Provide the complete D/B/B to convert the existing B3049 (RBC) HVAC instrumentation, field control devices, and building control systems to fully functional, Direct Digital Control (DDC) systems. The building has unique architectural, structural, and mechanical requirements to reflect safety objectives as required for blast and contamination isolation zones, shock and gas overpressure loads, HVAC and air purge systems. Technical Note (CUI/DCRIT/UCNI) N-1706 (Basis of Design for Explosives and Contamination Safety of MCON Project P-312M, Reentry Body Complex, SWFLANT, Kings Bay, GA) contains those requirements. The design shall assure compliance with Basis of Design explosive and contamination safety requirements from maximum credible events (explosions) from inside and out. Any departure from design criteria and any conflicts with other compliance documents shall be submitted for review and approval. Consideration must be given to: (1) original existing design based on electro-pneumatic, NOVAR digital systems, building wide analog and digital data communication networks; (2) recently installed partially functional but incompletely tested DISTECH based HVAC control system with electronic analog and digital field devices, BACnet components, controllers, networks, and workstations; (3) provide for the conversion and integration of all ancillary systems such as but not limited to; Event Initiated, Environmental Emergency Shutdown, and Purge System to fully functional DDC systems, with a hardened communications network as dictated to provide for their safe, reliable operation during emergency conditions.
