The primary scope requires the contractor to operate, maintain, install, refuel, and repair both energized and de-energized electrical components including generators, control systems, switch gears, transfer switches, and medium voltage distribution networks for a facility designated as B518. The work is governed by stringent performance standards aligned with manufacturer specifications, federal safety codes, and defense regulations, with all repair and maintenance procedures required to meet mandatory and advisory operational guidelines. The procurement follows a Lowest Price Technically Acceptable (LPTA) evaluation methodology, where technical acceptability is assessed first against mandatory criteria including 24/7 staffing capability, submission of a standard operating procedure for generator backup operations, documented past experience with specified generator models such as Cooper Bessemer, GE ATI, Cummins 2009, and GM Electro-Motive 1995, and demonstrated qualifications in operating complex electrical systems including black start capable units and seamless parallel transfers. Offers are evaluated strictly by total evaluated price, with award intended for the lowest-priced technically acceptable offer, and no discussions are anticipated. Contract performance begins June 1, 2026, with a base period through May 31, 2027, and includes up to five option periods extending through November 30, 2031, with only the work order line items carrying firm fixed prices, while preventative maintenance and CDRL requirements are unpriced. Contractors must comply with rigorous access and security protocols, including obtaining at least a T-1 investigation for a Common Access Card, maintaining a minimum of two personnel with valid CACs, completing staffing requirements within 60 days of award, and adhering to CMMC 2.0 and NIST SP 800-171 cybersecurity standards. Delivery of required documentation—such as weekly reports, calibration records, and as-built drawings—must be submitted through WAWF, and all proposals must be contained within a single 30-page PDF
