Badger Park Redevelopment Master Plan Project

The Badger Park Redevelopment Master Plan Project, managed by the City of Healdsburg, involves the comprehensive redevelopment of a 20-acre site located at 750 Heron Drive in Healdsburg, California. The project aims to transform the existing park into an expanded community space with improved facilities and enhanced visual and physical access to the Russian River. Key improvements include the construction of an ADA-compliant playground, expanded parking, new picnic areas, trails, bridges, and river access features such as bank stabilization, creek crossings, and kayak access. The scope also includes invasive species management to enhance local habitats and views. The site is currently zoned for Public Use and designated as Park/Open Space under the City General Plan. Environmental review was conducted through an Initial Study and Mitigated Negative Declaration, identifying potential impacts on biological resources, cultural resources, geology, soils, and noise. Mitigation measures have been adopted to reduce these impacts to less-than-significant levels, and the project was officially approved on November 3, 2025. Construction is scheduled to begin on May 1, 2025, with an expected operational year of 2028. Contractors must adhere to California Health and Safety Codes regarding hazardous materials and provide emergency access to all relevant public health and safety personnel. The project requires a variance for minor improvements within the 100-foot Russian River setback and involves coordination with agencies such as the California Department of Fish and Wildlife and the North Coast Regional Water Quality Control Board.
