The Department of Commerce's Bureau of the Census National Processing Center plans to award a noncompetitive contract to Devnet Limited using Simplified Acquisition Procedures for the immediate procurement of seven Kodak Capture Pro Software licenses and related services. These licenses are essential for the 2011 Bangladesh Population Census data capture operation. Due to critical time and security constraints, Devnet was chosen as the sole source because of its ability to provide the software promptly at the best price and its existing security clearance for access to Bangladesh Bureau of Statistics facilities. This acquisition is justified under the Federal Acquisition Regulation clauses 6.302-1(b)(1)(i) and (2), which allow for noncompetitive procedures when only one responsible source can fulfill the requirement immediately. The announcement serves only to inform interested parties and does not constitute a solicitation or request for competitive proposals. All inquiries are directed to Vincent J. Biller, the designated Contract Specialist. The contract falls under the NAICS code 423430 and is managed through the Department of Commerce’s Census office.
