Barr Water Diversion, Stream Crossings, and Stream Remediation Project (Notification of Lake or Streambed Alteration, No. EPIMS-MEN-55722-R1C)

The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-MEN-55722-R1C with Allan Barr, pursuant to Section 1602 of the Fish and Game Code. This agreement was established in response to documented violations of the Fish and Game Code discovered during a search warrant on June 19, 2024. The project is located in Mendocino County, California, specifically within the Middle Fork Eel River watershed approximately six miles southeast of Covelo, at Assessor's Parcel Number 034-340-11-00. The scope of work is limited to six specific encroachments. Encroachment 1 involves water diversion for domestic use from a horizontal well on an unnamed tributary to Mill Creek. Encroachments 2, 4, and 5 consist of upgrades to existing stream crossings 1, 3, and 4. Encroachments 3 and 6 involve the decommissioning of stream crossing 2 and map point 5, along with the remediation of the native stream channel. The project is categorized as exempt under California Code of Regulations title 14, sections 15301, 15302, and 15304, covering the maintenance of water diversions, replacement of existing structures, and minor land and water alterations.
