The U.S. Army Mission and Installation Contracting Command is issuing a solicitation for Base Operations Support Services at Fort Carson, Colorado, under contract W5168W-24-R-0009, with a HUBZone Set Aside designation to promote small businesses in historically underutilized business zones. The contractor will be responsible for providing all necessary personnel, equipment, supplies, and non-personal services to maintain and operate facilities and infrastructure classified as real property and non-real property within the Army Training and Evaluation Center, in accordance with Army Regulation 420-1. Services encompass comprehensive grounds maintenance, pavement clearance, vertical and horizontal facility maintenance, heating and cooling systems, and wastewater management, ensuring all buildings, structures, and installed equipment remain fully operational and compliant with Army standards. The contract is part of a broader effort to sustain installation readiness through reliable, fully integrated facility support. The solicitation, posted on May 29, 2026, falls under NAICS code 561210 for Janitorial and Building Support Services, and is managed by the Office of the Mission and Installation Contracting Command at Fort Sam Houston, Texas. Primary point of contact is Melanie Palmas, with Samuel Colton serving as secondary contact, both reachable via official Army email addresses. The work will be performed exclusively at Fort Carson, Colorado, and while the full place of performance details are not specified in the data, the contract requires on-site execution of all listed services. The HUBZone designation ensures the award is reserved for qualified small businesses located in designated economically disadvantaged areas, aligning with federal goals for small business participation in defense contracting.

PTAG Intent to Sole Source - USPTO Design, Space Planning, TRIRIGA Administration, and Building Management Support Services
Solicitation # ACQ-27-0127
The United States Patent and Trademark Office (USPTO) intends to award a logical follow-on sole-source firm fixed price contract to The Building People LLC for the administration, configuration, and support of the IBM TRIRIGA Integrated Workplace Management System. This procurement is being conducted under the Alternative Competition Method per the Patent and Trademark Office Acquisition Guidelines and the Patent and Trademark Office Efficiency Act, exempting the agency from standard full and open competition requirements. The services will support interior design, space planning, and occupancy management operations at the USPTO Headquarters in Alexandria, Virginia, and other agency facilities. The Building People LLC was selected as the sole source because they are currently performing the unfinished system-related and integrated design tasks. Continuing with this vendor ensures operational continuity and prevents disruptions to the implementation of the TRIRIGA solution, which has not yet reached full operational capability. This notice is not a request for competitive proposals, and the subsequent solicitation will be sent directly to the identified vendor rather than being posted on SAM.gov. Questions regarding this intent must be submitted to the designated points of contact by September 18, 2026.
