AI Contract Overview

The Department of Defense is planning to award six separate Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts for Base Realignment and Closure (BRAC) Environmental Construction and Optimization Services (BECOS) across various regions of the United States, including Alaska. These contracts will support ongoing environmental remediation efforts at BRAC installations, emphasizing performance-based remediation activities to maintain regulatory compliance, optimize remedial progress, and advance site completion efficiently. Each contract is expected to have a performance period of up to 10 years, with the government reserving the right to alter the procurement method or not proceed with awards. The solicitation approach has shifted from a combined solicitation covering all six BECOS regions to issuing six individual Requests for Proposal (RFPs) by region, allowing offerors to bid on any or all regions. This notice is a pre-solicitation for planning purposes only, containing draft RFP information and revisions to key sections like Section L, M, A, and J. It is a total small business set-aside under NAICS code 562910. Responses to the draft RFP were requested by November 20, 2019. The contracts will support the Air Force Civil Engineer Center’s BRAC mission, focusing on cost-effective environmental restoration, construction, and optimization at designated BRAC sites. Points of contact for inquiries are provided to facilitate communication during this planning phase.

THIS IS A PRE-SOLICITATION NOTICE FOR PLANNING PURPOSES ONLY AND INCLUDES DRAFT REQUEST FOR PROPOSAL INFORMATION. PRE-SOLICITATION NOTICE: FA8903-20-R-0002 THIS IS NOT A FORMAL SOLICITATION FOR A REQUEST FOR PROPOSAL (RFP). PLEASE DO NOT SUBMIT A PROPOSAL. The Section L, Section M, Section A, and Section J documents are revised. All other items posted 24 OCT are re-uploaded due to the transition, some file names may have changed due to differences in the two systems. 772 ESS intends to award six single Indefinite Delivery/ Indefinite Quantity (ID/IQ) contracts for Base Realignment and Closure (BRAC) Environmental Construction and Optimization Services (BECOS) located across the contiguous United States and Alaska with a 10 year period of performance including all options. These performance based remediation (PBR) efforts support the AFCEC BRAC mission and enhance BRAC program capabilities within AFCEC/CIB. The range of activities include variety of environmental restoration services and construction necessary to maintain regulatory selected remedies, implement optimization to enhance remedial progress, and advance sites to completion in a cost effective manner as identified in the Performance Work Statement (PWS).
