The United States Secret Service plans to award a sole-source, Firm Fixed Price Purchase Order to Top Tier Instruction, LLC for Basic Emergency Preparedness and Response Training Courses, leveraging a previously developed curriculum specifically tailored to the operational requirements of its Technical Security Division. This training addresses technical and operational concepts related to hazardous material, chemical, biological, radiological, and nuclear threats commonly encountered by USSS personnel, and no other vendor currently offers an equivalent, customized course load. The acquisition is justified under FAR 12.102(a) with Class Deviation 25-21, as the Government has determined that only one source possesses the uniquely adapted materials necessary to meet its specific training needs. The North American Industry Classification System code is 611430, and the Product Service Code is U008. This notice serves as a presolicitation and is not an invitation for competitive proposals; however, responsible sources may voluntarily submit capability statements to demonstrate their ability to provide similar services, though such submissions do not guarantee future competition. No formal solicitation will be issued, and responses must be emailed to the designated Contracting Officer and Contracting Specialist by the deadline. The government retains full discretion to proceed with the sole-source award based on the information received and its assessment of best interests.

The proposed contract action is for Basic Emergency Preparedness and Response Training Courses; NAICS: 611430 – Professional &Management Development Training; PSC Code: U008 - Education/Training- Training/Curriculum Development

A determination by the Government not to compete this requirement on a full and open competitive basis, upon receipt of responses to this notice, is solely within the discretion of the Government. It is the Government's intent to proceed with this sole-source action.

The Government has determined that the acquisition circumstances deem only one source is available, and the basis for the decision is pursuant to FAR 12.102(a) (FAR Class Deviation 25-21).

Explanation for lack of competition:

The coursework includes technical and operational concepts of hazardous material, chemical, biological, radiological and nuclear (HAZMAT and CBRN) operations commonly encountered by USSS, Technical Security Division (TSD).

This notice is not a request for competitive quotations or proposals; however, all responsible sources may submit a response to include a capability statement clearly documenting the offeror’s capability to provide the items/services in this notice. No telephone responses will be accepted. Any information submitted by respondents is strictly voluntary.  Submission of a capability statement does not guarantee this requirement will become a competitive procurement. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the government.

No formal solicitation will be issued. Requests for copies of a solicitation in response to this notice will not be honored.

Responses shall be emailed to the Contracting Officer, Crystal Garcia crystal.garcia@usss.dhs.gov and the Contracting Specialist, Shannon Fletcher, shannon.fletcher@associates.usss.dhs.gov
