AI Contract Overview
The State of Utah, through the Division of Purchasing and conducted by the Wildlife Resources unit, is soliciting quotes for approximately eight hours of on-site helicopter service to transport personnel and guzzler repair supplies to seven remote sites in Uintah and Daggett Counties. The work must be completed within a single workday between June 22nd and June 26th, 2026, with all operations conducted in strict compliance with state regulations and technical specifications. The aircraft must be certified for external loads and capable of sling loads between 800 and 2,000 pounds, and the contractor is required to provide all labor, equipment, supervision, fuel trucks, long lines, netting, and other necessary sling load hardware. The contractor must also ensure all materials transported—including lumber, sheeting, roofing supplies, and assorted equipment—are handled safely and that project sites are cleaned and left free of refuse in accordance with state, federal, and local laws. Off-road vehicle use is prohibited, and operations are restricted to existing dirt roads, power lines, and fence-lines. The contractor is responsible for maintaining detailed records to support accountability and must notify the Project Manager at least three working days in advance to schedule a final inspection. Evaluation of submissions will be conducted solely based on responsiveness under the Utah Procurement Code using objective criteria, with award determined by the lowest bid price, though prior performance references may also be considered. Mandatory requirements are non-negotiable and must be met to avoid disqualification; failure to comply with any mandatory minimum will render a quote non-responsive. Vendors must submit responses electronically via U3P by the deadline of June 18th, 2026, and are prohibited from submitting multiple or alternate quotes—only the primary bid will be accepted. All contractors must certify compliance with state laws regarding forced labor, restricted foreign entities, anti-boycott provisions, and must agree to have employees removed if deemed incompetent, careless, or objectionable by the State. The State reserves the right to require background checks for personnel accessing sensitive areas or data. Payment will be made in a single lump sum upon completion of the project, contingent on actual flight hours completed as verified by the State through inspection and acceptance during a pre-work conference, with no reimbursement for uncompleted or unapproved work. All contract administration, inspections, and quality controls are governed by the Project Manager and Contracting Officer, who retain full authority to suspend work or enforce corrections for non-compliance.
