AI Contract Overview
The State of Utah Division of Purchasing, on behalf of the Division of Wildlife Resources and the Bureau of Land Management, is soliciting bids for the Oak Springs Mastication Phase I project. This effort involves wildlife habitat improvement through the mechanical removal, shredding, and mulching of 100 percent of all live and dead pinyon pine and juniper trees across approximately 663 acres near Koosharem, Utah. Participation is strictly limited to pre-qualified contractors. The project requires the use of at least two tracked excavator-based masticators equipped with drum-style mulching heads, as disc-style heads are prohibited. Technical standards mandate that stump heights not exceed 6 inches, woody pieces must be no longer than 3 feet, and mulch depth must be capped at 6 inches. The contract will be awarded to the lowest responsive and responsible bidder based on a per-acre price. The performance window is scheduled between October 15, 2025, and April 1, 2027, with a total project performance time of 168 calendar days. Contractors must begin work within 21 days of the notice to proceed, though this may be delayed by aerial seeding. Payment consists of a single lump-sum final payment upon successful inspection of completed acres, with partial payments requiring prior written approval. Vendors must certify they are not engaged in economic boycotts of the State of Israel and must ensure all equipment is high-pressure washed to prevent the spread of noxious weeds.
