Work includes repainting the inlet tunnel liner, gate slots, and marine door, as well as limited updates to the main hydraulic gate hoist system—specifically replacing bonnet gaskets and O-ring seals between the gate stem and the new gates. A full redesign, fabrication, and shop testing of low-flow gate cylinders is required, along with replacement of the hydraulic oil piping connecting the new cylinders to the flexible hoses on the hoist deck. All mechanical requirements are detailed in drawing sheets M-001 through M-105 and technical specifications sections 05 56 09.00 26 for gate seals and 35 05 40.14 10 for hydraulic hoisting systems. Amendments issued on May 22, 2026, and June 12, 2026, extended the proposal deadline to June 29, 2026, and updated project specifications and drawings, respectively, with all revisions marked as AM-2 or AMD 0002 and accessible via attachments. Offerors must acknowledge receipt of Amendment 0001 by one of three methods before deadline, and failure to do so may result in offer rejection. Late offers and unacknowledged amendments will not be accepted. While the contract value, delivery schedule, and evaluation criteria are not disclosed, the solicitation is exclusively reserved for small businesses as defined under FAR 19.5. Point of contact for queries is Mika N. Mahyenga at mika.n.mahyenga@usace.army.mil, with Tony Manna as the secondary contact.
