The New York State Department of Health, Division of Chronic Disease Prevention, is planning to amend an existing contract with ICF Macro, Inc. to include an additional $4,642,794 for the period from October 1, 2023, through March 31, 2025, to support the 2024 expansion of the Behavioral Risk Factor Surveillance System (BRFSS). ICF Macro was selected through a competitive procurement process, receiving the only proposal that met the minimum requirements, and due to their current contractual relationship and capability to complete the additional surveys, a new competitive process was deemed unfeasible. This exemption from advertising is justified by the single-source award to ICF Macro, Inc. The contract, originally established on November 1, 2018, is set to conclude on March 31, 2025, and covers all counties across New York State. The solicitation for this project was posted on January 29, 2024, with a response deadline of February 5, 2024. The project falls under the NAICS code 812990 and is managed by the NYS Department of Health, emphasizing statewide implementation of the BRFSS to monitor behavioral health risk factors across the state.

The New York State Department of Health, Division of Chronic Disease Prevention, Bureau of Chronic Disease Evaluation and Research intends to execute an amendment for contract C033974 with ICF Macro, Inc. to add $4,642,794 for the period 10/1/2023 – 3/31/2025 for the 2024 Expanded BRFSS.   ICF Macro was selected to serve as New York’s BRFSS vendor based on a competitive procurement. Two proposals were received in response to the competitive Request for Proposals (RFP) 17846. ICF Macro Inc. submitted the only proposal to meet the minimum requirements. Because ICF Macro Inc. is currently under contract to provide this service to the Department, they are the only vendor capable of completing the additional surveys on behalf of the Department.  Due to these reasons a competitive procurement for this service was not feasible. Reason for advertising exemption: Single Source Award recipient: ICF Macro, Inc. Any questions or comments regarding this notice of sole-source, single-source, or procurement otherwise exempt from advertising in the NYS Contract Reporter should be directed to the contact person listed for the contracting agency or public authority. Ad end date:02/05/2024 Contract term: 11/1/2018 - 3/31/2025 County(ies): All NYS counties Location: All NYS Counties
