SPECIAL NOTICE / INTENT TO SOLE SOURCE


The Billings Area Indian Health Service hereby submits a notice of intent to award a Firm-Fixed-Price (FFP) sole-source contract to Cepheid, 904 Caribbean Drive, Sunnyvale, CA 94089.  This commercial acquisition is conducted under the simplified procedures of FAR 12.102(a), as modernized by the Revolutionary FAR Overhaul (RFO) class deviations.


The Period of Performance will be from September 20, 2026, through September 19, 2027.  


Pursuant to RFO guidelines for acquisitions valued at or below the Simplified Acquisition Threshold (SAT), Cepheid is the only responsible source capable of providing the required certified maintenance and support services for the Cepheid GeneXpert Analyzer GX16A1Y, (Serial # 842930) at Blackfeet Service Unit, Browning, MT. 


This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of respondent and will not be reimbursed by the Government.
