BHSU Campus Wayfinding & Signage Project – Phase 1

Black Hills State University (BHSU) is soliciting proposals under solicitation 26RFP19977 for the fabrication, delivery, and installation of a new campus wayfinding and signage system. The project, titled Phase 1, requires a qualified vendor to produce 11 pedestrian signs, 24 building signs, 10 vehicular signs, and 25 village square signs and brackets, all in accordance with the 2026 Design System Guide and provided campus maps. The selected contractor will be responsible for the entire lifecycle of the project, including attending a kickoff meeting, submitting shop drawings and material samples for approval, and performing professional installation at designated campus locations. The anticipated start date is October 2026, with substantial completion expected by May 1, 2027. The award will be determined through a competitive negotiation process based on a comparative assessment of proposals. Vendors must submit a comprehensive proposal consisting of an executive summary, a detailed technical response, and an all-inclusive lump sum cost proposal by the deadline of October 15, 2026. Mandatory requirements include certifications regarding non-discrimination, debarment, and compliance with South Dakota law regarding prohibited foreign entities. The successful vendor must maintain significant insurance coverage, including 1,000,000 dollars each for commercial general liability, professional liability, and business automobile liability. Final acceptance of the project is contingent upon a final walkthrough with BHSU Facilities Services and the resolution of all punch-list items.
