This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 - Synopses of Proposed Contract Actions. US Army Corps of Engineers, Portland District, intends to award a sole-source, Firm-Fixed Price contract to OFIL USA Systems, 5435 Sugarloaf Pkwy, Suites 2200, Lawrenceville, GA 30043 for a DayCor Luminar-HD UV-Visible bi-=spectral Solar Blind HD video resolution handheld corona camera and accessories. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. Furthermore, in accordance with FAR 6.302-1 (b)(1)(ii), the item to be purchased is available from only one source. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. THIS NOTICE IS NOT A REQUEST FOR COMPETITVE PROPOSLS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date.
