Bicentennial Mall SP WWII Globe Vault Replacement

This contract involves a one-time purchase by the Tennessee Department of Environment and Conservation for the replacement of the WWII Globe vault and Kugel at Bicentennial Mall State Park in Nashville, Tennessee. The project requires the complete removal of a 20,000-pound granite globe, thorough cleaning of the granite socket, leak testing of existing piping with dry nitrogen at 80 psi over 48 hours, and the installation of a new concrete foundation measuring seven by ten feet by six inches thick with reinforced welded wire. The new mechanical vault must be a prefabricated fiberglass shell measuring 60 inches wide by 90 inches long by 72 inches deep with at least one foot of topsoil cover, and must include a pump control disconnect, a 450-gallon collector tank with automatic fill valve, filter pump, fine particulate backwash filter, chlorinator, sump pump, and an exhaust fan rated at minimum 180 CFM operated by a door switch. All work must comply with State-approved versions of the IBC, manufacturer specifications, industry best practices, and be approved by Facilities Management. The contract is subject to the availability of state or federal funds and requires adherence to Tennessee-specific statutes and regulations rather than standard federal FAR clauses. All bidders must be registered in the Tennessee Supplier Portal and hold an active Tennessee contractor license under the BC, BC-B, BC-B(sm), or BC-C classification as mandated by Tenn. Code Ann. § 62-6-101 et seq. Additional mandatory requirements include registration with the Tennessee Department of Revenue, certification of compliance with the Iran Divestment Act and the prohibition of boycotts of Israel under Tennessee law, attestation regarding foreign adversary companies under Public Chapter 768 (2026), and certification that neither the bidder nor any of its principals or subcontractors are debarred, suspended, or have been terminated for cause within the past three years. A $1,000,000 commercial general liability insurance policy, a $1,000,000 workers’ compensation policy with specific per-accident and per-employee limits, and an automobile liability policy with a minimum $1,000,000 combined single limit are required.
