The Proposed Procurement will occur in two phases. Phase 1 is an expression of interest by the Interested Bidders. Phase 2 is the solicitation with the specific details of the requirement. Additional information regarding the phases can be found below.
Canada reserves the right to modify, change, or terminate, at its sole discretion, any or all of the phases of the Proposed Procurement at any time during the Proposed Procurement period. Given that this Proposed Procurement may be cancelled by Canada, it may not result in any of the subsequent procurement processes described in this document.
Description:
The Royal Canadian Mounted Police has a requirement for a firm quantity of 6 240 Shirts bicycle, long and short sleeve to be made in accordance with the RCMP (G.S),1045-311, dated 2022-01-07.
The requirement includes three (3) options of 6 000 Shirt Bicycle can be exercised within 12, 24, 36 months of contract award, respectively.
Flex and Special sizes of 3 200 Shirts Bicycle can be ordered within 48 months of contract award.
The requirement is solely limited to Canadian goods in accordance with Article 503.4 (b) of the Canadian Free Trade Agreement.
This requirement is subject to Government Available Material (GAM).
The RCMP viewing sample and patterns will only be available to bidders that are requested to submit a pre-award sample.

Phase 1 of the Proposed Procurement (Submission of Interest):
To participate in this requirement, Interested Bidders must complete the attached SUBMISSION OF INTEREST form and send it via email to the Contracting Authority.
A completed SUBMISSION OF INTEREST form sent via email to the Contracting Authority will be the only accepted means for Interested Bidders to express interest in the requirement. Expression of interest by any other means will not be considered.
If any information is missing from the SUBMISSION OF INTEREST form, the Contracting Authority will inform the Interested Bidders of a timeframe within which to provide the information. If the Interested Bidders fail to provide the information within the timeframe, their submission of interest will not be considered.
Submissions of interest received after the NPP closing date will not be considered.
Canada will not be responsible for any failure attributable to the transmission or receipt of the submissions of interest.
Enquiries regarding this Proposed Procurement must be submitted via email to the Contracting Authority no later than seven (7) calendar days before the NPP closing date. Enquiries received after that time may not be answered.
Canada will accept submissions and enquiries in either official language of Canada.
Canada is not responsible and will not assume any liabilities whatsoever for the information found on websites of third parties. In the event an NPP would be amended, Canada will not be sending notifications. Canada will post all amendments, including significant enquiries received and their replies, using BUY AND SELL. It is the sole responsibility of the Interested Bidders to regularly consult BUY AND SELL for the most up-to-date information. Canada will not be liable for any oversight on the Interested Bidders’ spart nor for notification services offered by a third party.
Phase 2 of the Proposed Procurement (Request for Proposal):
All Interested Bidders with a duly completed SUBMISSION OF INTEREST in Phase 1 will receive a copy of the Request for Proposal, the specifications and any other associated documentation (the solicitation package) in Phase 2.
The Contracting Authority will send the solicitation package, at the same time, directly to the Interested Bidders by email after the NPP closing date.
Basis of selection: The responsive bid with the lowest total evaluated price will be recommended for award of a contract (1 contract only).
The RCMP has adopted the Integrity Regime administered by Public Services and Procurement Canada. As a result, the integrity provisions are being applied in RCMP contracting activities as outlined in the solicitation package.
Canada retains the right to negotiate with any supplier on any procurement.
