BID NO. 267093 ELECTRICAL SYSTEM TESTING REBID

The City of Salem, Oregon, is soliciting bids for electrical system testing services at the Willow Lake Water Pollution Control Facility and River Road Wet Weather Treatment Facility. The scope of work includes preventive maintenance, testing, and power loading of the electrical distribution system, specifically targeting main switchgear, circuit breakers, dry transformers, power factor capacitors, generators, protective relays, UPS systems, and transfer switches. All work must be performed in accordance with NETA MTS-2019 standards and other industry regulations including NEC, NEMA, IEEE, and OSHA. Additionally, the contractor must be qualified to perform comprehensive Arc Flash and coordination studies, as well as infrared and partial discharge testing. The contract is estimated to require 325 hours of work through June 30, 2027, with the possibility of four additional one-year renewal periods. Award will be granted to the lowest responsive bidder based on the total lump sum yearly bid. Bids must be submitted electronically via Equity Hub’s Bid Locker by October 21, 2026, at 11:00 a.m. local time. Selected providers must maintain commercial general liability insurance of at least $2 million per occurrence and comply with all non-discrimination and safety regulations, including the provision of Safety Data Sheets for any hazardous materials brought on site. Payment terms are Net 30 days from the date of invoice.
