The mandatory period of performance is 1095 calendar days, scheduled from February 1, 2027, to February 1, 2030. Award will be based on a multi-factor, best-value tradeoff process evaluating technical experience, technical approach, key personnel experience, and price. Required deliverables include a detailed commissioning plan covering startup sequencing, operator training, and regulatory coordination. The contractor must furnish performance and payment bonds and comply with union prevailing wage rates, Department of the Interior cybersecurity requirements, and ADA/ABA accessibility standards.
