Full Description
1.1 INTENT
The objective of this Invitation for Bid for Lawrence Public Schools (“LPS”) is to solicit bids as defined within the Project Manual and Drawings. The intent of LPS is to enter into a contract with the successful bidder.
Under this solicitation, LPS will consider bids based upon what constitutes the lowest and best responsive bid.
Any contract, if issued, will be subject to annual appropriation of funds by LPS in accordance with its normal funding practices that will include but is not limited to budget allocations and limitations. In the event that funds are not available in full or in part for a contract issued in connection with this service, this contract will be subject to modification or cancellation depending upon the extent of available funds. If a bidder’s contract is cancelled, or funding is no longer available for work that has already been done per the terms of the contract, the Contractor will be compensated to the greatest extent possible. LPS may cancel the contract in its entirety without penalty if funding is not available.
1.2 SCHEDULE The proposed project schedule for this IFB is as follows:

Pre-Bid Meeting. There will be a pre-bid meeting on October 13, 2026 – 2:00 p.m. CDT at the Facilities & Operations Building, 711 East 23rd Street, Lawrence, KS 66046. All persons attending the pre-bid meeting must present picture ID at the Security Desk.
The bids will be publicly opened at October 28, 2026 – 2:00 p.m. CDT at the Facilities & Operations building located at 711 East 23rd Street, Lawrence, KS 66046.
The Contractor shall achieve Substantial Completion no later than January 31, 2027 un-lessthe Contract Time is formally modified in accordance with the Contract Documents.
1.3 CONTRACTOR INSTRUCTIONS
1.3.1 Submission of Bids
Bids must be submitted to the Facilities & Operations Office at the location specified on the Request for Proposal (IFB) Bid Form.
Each bidder shall submit one (1) hard copy of the complete bid response. The hard copy is required and may not be replaced by an electronic submission.
In addition to the required hard copy, bidders shall provide a complete electronic copy of their response in PDF format by either:
1. One (1) flash drive enclosed with the hard copy; or
2. One (1) electronic PDF submission emailed to bidslawrenceusd497@usd497.org in lieu of the flash drive.
All submissions must comply with all IFB requirements and include all required tabs and supporting documentation.
Bids must be received to the Facilities & Operations address: 711 E. 23rd St, Building A, Lawrence, KS 66046. Please allow up to thirty (30) minutes to check in at the front desk before submitting your bid, and ensure it is time- stamped prior to the closing date and time.
Late bids will not be considered and will be returned unopened. Be sure to clearly mark your bid with the IFB number and title.
The Board of Education reserves the right to reject any or all bids and to waive any informalities or irregularities in any bid.

1.3.2 Documents Required. The Contractor is required to submit all required response documents as stated in this IFB.
1.3.3 Questions. All questions regarding this IFB shall be made electronically via e-mail and directed to Robert Franklin at robert@lankfordfendler.com. The subject of the e-mail shall be “IFB-FY-27 – 0024.” Failure to provide the correct IFB number in the email will deem the question unanswerable and will not be considered as part of any addenda. Responses to all properly submitted questions will be posted on the District’s E-bidding website as addenda to this IFB. LPS reserves the right to combine questions with similar objectives into a single responsive answer. Any questions submitted after that date and time will not be considered or answered.
