Notice of Intent to Sole Source


USNS Comfort T-AH 20 requires calibration services for its 90 Biomedical Test, Measurement, and Diagnostic Equipment (TMDE) to maintain operational readiness and ensure patient safety. Without these services, the equipment will not be certified, resulting in a break in service and a failure to meet healthcare standards. Furthermore, medical equipment that does not have a concurrent service history is deemed unsafe, not recommended for patient use and will affect mission readiness plus operational capabilities.


Need:


USNS COMFORT T-AH 20 is responsible for Naval worldwide medical response during combat operation and or humanitarian relief for allied Nations. The vessel is equipped with over 2,600 pieces of medical equipment to constantly provide high level medical care at its 1,000-patient capacity. This medical equipment is required to have semiannual or annual calibration and examination using unit and manufacture specific Biomedical Test, Measurement, and Diagnostic Equipment’s (TMDE). This TMDE is required to ensure patient safety, maintain mission readiness, and uphold operational standards.  The equipment is regularly serviced, and periodic recertification is required to ensure that every tool remains accurate and fully functional for its users. Southeastern Biomedical Associates (incumbent) had provided all the required services for this requirement to include calibration services, shipping, and travel. Our Market research revealed that Southeastern Biomedical Associates is the only company capable of meeting the requirement.


Without periodic recertification, there is a significant risk of equipment failure, false data, or rapid wear-and-tear that could compromise medical operations. Keeping these tools properly maintained avoids treatment errors, ensure units are always ready for deployment, and extend the lifespan of the equipment to reduce long-term costs.


The Contractor shall provide for all-inclusive labor, supervision, parts, diagnostic equipment, inspections, and shipping, necessary for calibration and any required corrective maintenance for all equipment identified above and in attachment 1(Equipment List) – USNS COMFORT Biomedical Test Equipment List to perform all maintenance actions mandated by the original manufacturer specifications. The Contactor shall maintain the Biomedical Test Equipment within the original equipment manufacturer (OEM) specifications, in like new or better condition.


NOTE: Under no circumstances shall the Contractor assume a verbal or written inquiry as authorization to provide services not specifically identified in this PWS.


The USNS Comfort is a ready-5 status ship, so it is critical to have Bio Med equipment up and run according to manufacturer’s OEM.

Service deemed outside of the scope of this requirement.  Defects in equipment or repairs beyond normal preventative and corrective maintenance are deemed to be outside the scope of this requirement.  In these incidences, the Contractor shall immediately notify Contracting Officer, Contracting Officer Representative (COR), and Chief Biomedical Repair Tech (BMET) in writing and a written cost estimate for the repair/replacement.


This notice of intent is not a request for competitive proposals. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and price information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed five (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response or acceptance of the capability statement. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement or to proceed with a sole source contract. Capability statements should also include the business size and cage code.
