This Presolicitation Notice is issued in accordance with FAR 5.101(c) and serves as a
Notice of Intent to award a sole source contract. This is not a request for competitive


Bio-Rad Laboratories, Inc. (UEI: SSHPDYFGN7J9) using FAR Part 12 procedures. The purpose of this acquisition is to obtain a maintenance plan will include the following items:
 
•    Full on-site support where the service technician will travel to the office where the equipment is located (PITL)
•    Unlimited repair of the system inclusive of travel, parts, and labor
•    Coverage of the QXone instrument 
•    One preventative maintenance visit per year


Bio-Rad is the only company that produces the QXone ddPCR System. This maintenance plan is required to keep this existing equipment functional. Preventative maintenance is required on an annual basis and is included in this plan. The preventative maintenance cannot be performed by an outside party.


This notice is not a competitive solicitation. However, all responsible sources may submit a quotation or capability statement, which will be considered by the government. Any party that believes it can meet this requirement should provide a capability statement for the Government’s review. 


A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be used only to determine whether a competitive procurement should be conducted. The government will not be responsible for any costs incurred responding to this notice. A party may identify their interest and submit a capability statement by June 4, 2026.
