Bioinformatics and Genomics support services - Navy Medical Research Command

The U.S. Navy, through the Naval Supply Systems Command Fleet Logistics Center Norfolk, is seeking information to support the future acquisition of high-quality bioinformatics and genomics services for the Naval Medical Research Command at Fort Detrick, Maryland. This request is issued as a Request for Information (RFI) under solicitation number 20260000382, with responses due by July 7, 2026, and is explicitly not a solicitation or request for quotation, meaning no contract will be awarded based solely on this effort, nor will respondents be reimbursed for preparation costs. The contractor will provide subject matter expertise in molecular biology, virology, genomics, bioinformatics, software development, bacteriology, field collection, outbreak response, and assay development to support research and development efforts at the NMRC BDRD. Key deliverables include conducting high-throughput ‘omics’ analyses on pathogens and environmental samples, developing artificial intelligence models to predict phage-host interactions, supporting pandemic preparedness for threats like SARS-CoV-2 and filoviruses, deploying Next Generation Sequencing and bioinformatics capabilities in resource-limited global settings, and delivering 24/7/365 reach-back support to field operators with user guides and fieldable software. The contractor must provide 20.5 full-time equivalent personnel, with annual travel estimated at $75,000 and other direct costs at $750,000 per 12-month period. All personnel must be U.S. citizens, eligible for Secret clearance, and pass required background investigations, with certain positions requiring NACLC, T3, or T3R equivalency. The contractor is required to maintain a DCAA-approved accounting system and will be subject to a Quality Assurance Surveillance Plan using 100% inspection of monthly status reports and random sampling to evaluate performance. Monthly status reports must include travel pre-approvals, cost vouchers, task progress, and cost control efforts and are due no later than 30 days after each month-end.
