Minor Modification No. MIM 25-056 Project Location - Specific: 14600 Avenue 420, Orosi, CA
Solicitation # MIM 25-056
Orosi Rock, LLC, owned by Gary Reiff, is seeking to extend the operational life of its existing surface mining facility located at 14600 Avenue 420 in Orosi, California, from the original expiration date of 2025 to 2045 under Permit PMR 11-003. This request is formalized as Minor Modification No. MIM 25-056 and is being processed as a categorical exemption under the California Environmental Quality Act (CEQA) Class 1, Section 15301, which applies to the continued use of existing facilities without changes in intensity, scope, or physical expansion. The project involves no new construction, increased production, or environmental impact beyond the current authorized operations, and approval is contingent upon compliance with this regulatory exemption rather than through a competitive procurement or detailed environmental review. The County of Tulare acts as the lead agency with oversight authority, and the modification does not include financial terms, pricing, contract clauses, or procurement-specific elements such as evaluation factors, payments, or invoicing systems. Contact for the process is maintained through Tulare County’s Resource Management Agency, with key personnel including Gary Mills, Jessica Wills, and Jose Saenz handling permitting and environmental review, while the applicant, Orosi Rock, LLC, remains responsible for operational compliance. No federal acquisition regulations, contract clauses, or standardized federal procurement structures are involved, as the action is purely a local land use and environmental regulatory adjustment under state law.

Surface Mining Permit/Interim Management Plan No. PMR 25-001
Solicitation # PMR 25-001
CEMEX Construction Materials Pacific, LLC is seeking approval for an Interim Management Plan for its 230-acre Lemon Cove Surface Mining Site located in the AE-20 Exclusive Agricultural Zone in Tulare County, California. The plan is designed to ensure the site remains environmentally stabilized and properly maintained during periods of inactivity, preventing degradation until mining operations resume or reclamation efforts begin. This is not a competitive procurement but a ministerial action under the California Environmental Quality Act (CEQA), specifically exempt under Public Resources Code Section 2770(h) and Section 21080(b)(1), meaning it requires no environmental impact review and is processed administratively by Tulare County’s Resource Management Agency. The beneficiary of the plan is the State of California and Tulare County, with no assigned contract value, pricing, or financial terms because it is a permitting and regulatory compliance process rather than a purchase of goods or services. The primary deliverable is the approved plan itself, which must conform to standards set by the State Mining and Geology Board and comply with local land use regulations without altering the existing land designation or authorizing new construction. The project’s place of performance is clearly defined as the mining site situated approximately 0.68 miles northwest of State Highway 198 and on the south side of State Highway 216 in Woodlake, California. No period of performance, delivery schedule, or FOB terms apply, as no procurement or contract award is involved. There are no Federal Acquisition Regulation (FAR) clauses, contract types, payment offices, invoicing methods, accounting codes, or COR/COTR designations, as this is a state-level environmental permitting action. The application is submitted to the County of Tulare, with key contacts including Gary Mills, Jessica Wills, and Jose Saenz from the Resource Management Agency. There is no specified deadline for submission, and documents may be filed electronically or via hard copy. No representations, certifications, socioeconomic statuses, UEI or CAGE codes, or small business designations are required or provided, as the process does not involve federal contracting procedures. The focus remains solely on regulatory compliance, environmental stewardship, and administrative approval under California law, with inspection and acceptance governed by county oversight and adherence to state mining and environmental guidelines.
