The Correctional Service Canada has a requirement to provide continuous mental health support and programming to federally incarcerated offenders in the Ontario and Nunavut Region. In particular, but not limited to, Indigenous and Ethnocultural offenders. The services with the implementation of this program will support all federally incarcerated offenders, with specialized support provided with cultural sensitivity to Black offenders. The work will involve collaborating with a Black-focused, Black-led community agency to provide culturally relevant mental health & emotional resilience supports. Objectives: The contractor must provide continuous, culturally relevant mental health support to Black offenders across all federal institutions in the Ontario and Nunavut Region. This must include: • In-person engagement sessions at each institution to introduce available supports. • Ongoing, access to culturally competent mental health services for Black offenders through group and individual sessions. • A consistent and reliable source of support throughout the contract period. The objective is to ensure Black offenders have uninterrupted access to culturally safe mental health services & build their emotional resilience, helping to mitigate barriers to care and support reintegration efforts.
