Blanket Contract(s) for Statewide Trail Development and Improvement

The Texas Parks and Wildlife Department is seeking multiple contractors to establish blanket contracts for statewide trail design, development, and maintenance services on an as-needed basis. The scope of work includes the planning, design, and construction of new trails, as well as the rehabilitation and improvement of existing trails and access points across Texas State Parks. Key deliverables encompass GPS/GIS surveying, trail mapping, the installation of infrastructure such as boardwalks, bridges, and retaining walls, and the implementation of erosion control techniques. All work must adhere to environmental best practices and specific project specifications provided in individual task orders. The contract will be awarded based on best value, with evaluation criteria weighted across qualifications and experience (45%), a technical proposal for a sample project (40%), the fee schedule (30%), and membership in the Professional Trail Builders Association (10%). Eligible respondents must have at least five years of experience in trail services, and start-up businesses are excluded. The initial contract term is one year, with options for two additional two-year renewals and a possible twelve-month extension. Contractors are required to maintain specific insurance coverages, including workers compensation and automobile liability, and must conduct criminal background checks on all employees.
