Ohio University was chartered by the state of Ohio in 1804 and was the first university in the Northwest Territory. Located in the scenic Appalachian foothills of southeastern Ohio, the University is the oldest of the 14 public universities in Ohio. The main campus in Athens is widely celebrated for its breathtaking beauty, often cited as the most beautiful campus in Ohio and earning national recognition as one of the most picturesque college campuses in the country. College Green sits at the heart of Athens campus and features a beautiful outdoor space and multiple historic buildings that are named for pivotal leaders in the University’s history. The Green is the centerpiece of a historic district listed on the National Register of Historic Places, encompassing the collegiate yard, flanking buildings, and other nearby campus buildings and outdoor spaces. The focus of this project is to revitalize the historic College Green in a manner that appropriately honors its significant history, while also creating purposeful spaces that foster engagement and collaboration for the campus and community. Following completion of this project, visitors to College Green will have a strong sense of the age, history and tradition that College Green boldly represents, while also finding an inspiring and welcoming space that offers opportunities to formally and informally gather at the refreshed Green.
Scope of Services: Specific scope items to be accomplished within this project include: • Revitalization of College Green, which encompasses the space from East Union Street to the buildings on the south side of Park Place, and from Court Street to University Terrace. The scope includes enhancements to outdoor space as well as facilities on and adjacent to the Green. • Maximize usable spaces that can support both large formal gatherings as well as smaller informal gatherings in a welcoming outdoor environment. This may include creation or enhancement of specific outdoor spaces, and may also include improvements to facilities on the Green. All opportunities on and adjacent to the Green will be considered, but specific focus shall be given to the portico at Memorial Auditorium, Scripps Amphitheater, Wolf Garden, and the corridor along Park Place. • The design will enhance the entrances to the historic campus in a way that visitors feel both welcome to enter and inspired by the beauty and history of the Green. The enhanced entrances must also seamlessly integrate safety improvements. • Walkways on the green will be purposeful to create necessary connections. • Specific consideration will be given to longevity and long-term maintenance of the improvements to the Green. For projects advertised with an appropriately developed Program of Requirements (“POR”), upon award of the Agreement, commence with Design. For projects without such a POR, upon award of the Agreement, commence by developing the Program of Requirements. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the A/E Agreement detailed cost components to address the Owner’s project requirements. Participate in the Encouraging Diversity, Growth & Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website at https://ofcc.ohio.gov. During the construction period, provide not less than 6 hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience. For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ: 1.
