The U.S. Army Corps of Engineers, Savannah District, is soliciting qualified firms for a Progressive Design-Build Other Transaction Agreement under 10 U.S.C. § 2808a to demolish Building 212 at Fort Stewart, Georgia, and construct an 86-bed Permanent Party Unaccompanied Enlisted Personnel Housing Barracks. This is a two-step Qualifications-Based Selection process where price is not evaluated in Step 1; instead, offerors must submit a white paper demonstrating their capability, experience, management approach, collaborative risk mitigation strategies, and manufacturing logistics viability. The project has a Not-to-Exceed budget of $38,000,000 and a maximum duration of 900 calendar days. Selection will be based on a trade-off evaluation of non-price factors, with collaborative capability and risk management being the most critical, followed by technical and management approach, then capability and experience, while manufacturing capability validation serves as a mandatory pass/fail gate. The contract uses a non-FAR Other Transaction Authority (OTA) framework, exempting it from traditional Federal Acquisition Regulation requirements, and will transition into a Guaranteed Maximum Price agreement in Phase 2 after selection. Work must comply with Unified Facilities Criteria, applicable building codes, and the 2025 Army Barracks Standard. All performance occurs at Fort Stewart, Georgia, with the Design-Builder responsible for demolition, design, construction, and commissioning under a collaborative Statement of Services framework. The contract requires adherence to stringent security protocols, including PIV badges, NCIC-III background checks, OPSEC and AT/iWATCH training, and CUI handling per DoD Instruction 5200.48. Cybersecurity compliance equivalent to CMMC Level 1 is mandatory for all contractors handling Federal Contract Information, requiring a self-assessment and attestation. The Design-Builder must maintain active SAM registration with a valid UEI, provide performance and payment bonds at 100% of the GMP, and ensure all subcontractors comply with labor standards, cybersecurity, data protection, and foreign ownership control requirements. Proposals must be submitted as a single PDF under 15 pages via the PIEE portal by August 6, 2026, with no physical submissions accepted. Attachments include a draft OT Agreement, technical performance specifications, and a pending milestone and payment schedule.
