Bldg Repair & Renovation - Garrison Consolidation

The U.S. Army Garrison at Rock Island Arsenal is preparing to issue a solicitation for the B104 Garrison Consolidation project, a construction and renovation effort targeting approximately 13,290 square feet of an existing office building to consolidate multiple Garrison departments into a unified workspace on the first floor. The scope includes complete demolition, minor asbestos and lead abatement, and disposal in accordance with federal and Illinois state regulations, including submission of the IEPA Asbestos Project Notification form. New construction elements involve open and private offices, conference rooms, break rooms, a nursing room, new walls, doors, partial floor finishes, and repairs to 9,510 square feet of reflected ceiling tiles. Major system upgrades are required across plumbing—adding new drinking fountains—HVAC, lighting, power, data and communications, and access control systems. The project also necessitates the repair of four historical stairwells, installation of new storefront windows, window blinds, TV monitors, and fire extinguishers. The contractor must complete all work within 120 workdays after receiving the notice to proceed, with physical work beginning no later than 30 workdays after that notice. Bonding is mandatory, requiring both Performance and Payment Bonds, and all contractors and subcontractors must hold valid Illinois state licensure. Access to the installation is strictly controlled: all personnel must pass a National Crime Information Center background check, present federally recognized photo identification for scanning at entry points, and comply with escort requirements if lacking security clearance. On-site mandatory training includes iWATCH, OPSEC Level I, and Threat Awareness Reporting Program, to be completed within specified timeframes and in person at Building 104, Room 127. Contractors must sign a Non-Disclosure Agreement prior to contract award and adhere to a 33-foot vehicle stand-off rule from occupied buildings. Environmental compliance is critical, with requirements to achieve at least 50% waste diversion and proper handling and documentation of hazardous and non-hazardous materials in accordance with EPA and Army regulations. Inspections occur on-site by Government representatives and are governed by EM-385-1-1, NFPA 241, AR 200-1, and other applicable standards, with the most stringent requirement prevailing in case of conflict. The official solicitation will be posted on SAM.gov, with proposals due no later than June 8, 2026. All submittals must conform to the referenced appendices covering specifications, drawings
