The BLM must care for all wild horses and burros it removes from the range until title is transferred to another entity. The BLM contracts off-range pastures to provide long-term holding of wild horses at a lower cost than off-range corrals. The animals in off-range pastures are generally undesirable for private care placement, either due to age or temperament. Due to expiring contracts, the BLM seeks to acquire 12,000 pasture spaces.
