This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation #140L3726Q0181 is issued as a Request for Quotes (RFQ). This RFQ is being issued as a total set-aside for small business. This solicitation incorporates provisions and clauses by reference. Description: The Department of the Interior (DOI), Bureau of Land Management (BLM) Wyoming has a requirement for manual lop and scatter for fuels reduction, conifer encroachment, improvement of grassland sagebrush steppe health, and grazing and wildlife habitat improvement on approximately 5,028 acres managed by the Buffalo and Newcastle Field Offices (BFO/ NFO). Location: North Buffalo Creek is 18 miles northeast of Leiter, Sheridan County, Wyoming. North Windmill Creek is 25 miles southeast of Leiter, Campbell County, Wyoming. Buck Draw project area is approximately 10 miles south of the city of Moorcroft, WY. Please refer to the attached maps for location details.

The BLM intends to award a firm fixed-price contract resulting from this RFQ using the lowest price technically acceptable (LPTA) source selection method. In order to be considered technically acceptable, the vendor must demonstrate technical capability and capacity to complete the required work in accordance with the SOW and have satisfactory past performance.
In accordance with FAR Part 12 (RFO), offerors must include the following information with your quote submission:
1. Technical Capability (Demonstrate the capability to meet the specifications in the SOW - no longer than 5 pages).
2. Relevant Experience (2 projects of similar size and scope, ongoing or completed in the past 5 years)
3. Pricing
Note: Any contractor submitting a quote must be registered and active in the System for Award Management (SAM.gov) at the time of submission and potential award.
